I've tried your saved game, and loaded in state, where no quests were available. We don't know so far, how this could happen. You can try starting a new game, or you can return to the drop pod, and stay here for some time (like 3 seconds), quests will appear in your current game.
Sorry I have not better solution for this bug now.
