The sky seems to be composed of two elements; in my game, the upper one (i.e. zenith & adjacent areas) are rendering the planet sky well into the night, whereas the lower one (i.e. horizon & adjacent areas) transition properly into displaying the starfield. For example, at dusk, the lower element behaves as expected, transitioning from showing the atmosphere-related blue, to showing the starfield.
